The City Council has invested in the "Earth Explorer" Frimout Centre as a contribution to the tourist development of the city. A high quality, all-weather attraction such as this is a major addition to the tourist amenities, not only for the city of Ostend but also for the entire Belgian coast. For this reason, a joint venture for carrying out the project was set up by the Province of West Flanders , the Dirk Frimout Foundation and the private partner Merlin Entertainments. The contribution by the city of Ostend was to build the infrastructure for the theme park and to enable it to fit in with the surrounding area.

Le Centre Frimout se situe à l'est d'Ostende et s'inscrit dans le cadre de la poursuite du développement touristique de cette zone.
